FUNCTIONS AND TASKS:

1. To implement the tasks supporting state management on construction planning, technical infrastructure (water supply, sewage, waste water and solid waste treatment, urban traffic, cemetery, lighting, trees and environment)

2. To implement plans, tasks assigned by VIUP, scientific research projects, economic services projects, apply technological progress, develop and transfer new technology. To conduct studies and implement scientific research programs, projects, pre-feasible and feasible projects and technical design. To participate in compiling legal documents. To research, create database system, compile, apply standards and regulations in construction planning, technical infrastructure, environment and climate change. To research, evaluate environment impacts on spatial development and urban infrastructure and make plans to respond to and mitigate the impacts of climate change.

3. To provide consultant activities, technical services in the field of construction planning, urban planning, technical infrastructure planning, make urban development programs and projects on upgrading the grade of urban towns and research integration of environmental planning in construction planning, urban planning projects. To implement surveying and mapping projects serving construction planning. To consult supervision, inspection of the projects in the field of construction planning, technical infrastructure planning and environmental planning.

3.1 To organize investigation and supervision on natural environmental quality (soil, water, air), the socio-economic environment and implement the projects on pollution treatment.

3.2 To carry out pilot construction, consult, receive, apply and transfer new technology in making and managing construction planning, technical infrastructure planning and environmental planning.

3.3 To provide consultant activities on assessing climate change impacts to urban development and technical infrastructure and integrating solutions to adapting, responding and mitigating climate change impacts to construction planning and technical infrastructure planning

3.4 To provide consultant activities on strategic environmental  assessment in the projects in the field of urban and rural construction planning, technical infrastructure planning, industry’s development planning and assessments on environmental impacts in the projects and buildings.

4. To organize services of information, materials, consult, compile regulations and standards on construction planning, urban technical infrastructure, environment and climate change

5. To participate in training staffs in the field of construction planning, urban technical infrastructure, environment and climate change

6. To participate in international cooperation activities, co-operate with domestic and foreign individuals and organizations in the field of construction planning, urban technical infrastructure, environment and climate change

7. To participate in selecting, bidding projects and scientific and technological tasks in the field of construction planning, urban technical infrastructure, environment and climate change

8. To make periodic statistics, reports on centre’s activities according to the regulations of the Institute

9. To manage financial source and facilities according to the law and VIUP’s regulations

10. To manage staffs and ensure policies for the staffs according to the law and VIUP’s regulations

11. To sign actively economic contracts with the value below 10 billion VND

12. To do other tasks assigned by the VIUP’s director in accordance with functions and tasks of the unit.
