FUNCTIONS AND TASKS:

1. To be representative for Vietnam Institute of Urban and Rural Planning in transactions with local levels in localities, domestic and foreign consultant organizations concerning urban and rural construction planning, combining with VIUP in concerning activities in the field of the Institute.

2. To implement the tasks supporting state management on construction planning, technical infrastructure assigned by Minister of Construction, VIUP or ordered by organizations and individuals.

3. To conduct development  research, scientific research, applied research in construction planning to ensure sustainable development, suitable for cultural, historic, socio-economic, climate, natural conditions of every locality, every area, every region in the territory of the Central region and Tay Nguyen provinces. To implement scientific research projects concerning architecture and planning.

4. To carry out research, survey, inspection, collection, management of achieves documents and provide information, data in construction planning, technical infrastructure, landscape environment, applying GIS technology to urban management and development in the territory of the Central and Tay Nguyen provinces.

5. To participate in training activities, training cooperation, professional skill improvement for staffs and experts in the field of architectural design, construction planning, landscape environment

6. To co-operate with domestic and foreign individuals and organizations in the Sub-institute’s activities. To combine with domestic and foreign organizations in receiving, coordinating the projects in construction planning, environmental planning, urban and rural development granted by foreign organizations, assigned by MOC or VIUP.

7. To provide consultant activities in the field of construction, architecture, construction planning, technical infrastructure, landscape environment, including:

7.1 To make regional construction planning, urban planning, construction planning for new rural development, planning for economic zones, high-tech zones, environment and technical infrastructure, urban design, socio-economic development master planning, projects for urban classification and upgrading, programs of urban development, specific planning.

7.2 To provide consultant activities in the field of building design, construction inspection, making investment projects, inspecting design of the buildings.

7.3 To consult investment, bidding, project management, management of construction investment expenditures.

7.4 To implement surveying and mapping, inspecting, checking, assessing pollution levels of water and air sphere, landscape architecture environment, making the reports on environment effect assessment for construction planning and technical infrastructure projects.

7.5 To carry out pilot construction, consult, receive, apply and transfer new technology in making and managing construction planning

8. To manage staffs and ensure policies for the staffs according to the law and VIUP’s regulations

9. To manage financial sources, facilities, income-generating activities of the sub-institute according to the law and VIUP’s regulations

10. To do other tasks assigned by the MOC’s leaders and VIUP’s director in accordance with functions and tasks of the unit.

11. To make periodic statistics, reports on centre’s activities according to the regulations of the Institute
