FUNCTIONS AND TASKS:

1. Personnel work:

1.1 To advise and help the General director to manage, arrange staffs; implement the work of organization; research innovation of organization structure of the divisions in accordance with development strategy of the Institute; propose functions, tasks, rights and relations among the Institute’s divisions.

1.2 To be responsible for researching, compiling the regulations, rules of the Institute and help the other divisions to establish internal regulations in accordance with common ones of the Institute.

1.3 To advise and help the General Director to make planning, develop personnel team in medium and long-term period; implement recruitment, arrangement, reception, transfer of the staffs in accordance with functions, tasks and development scale of every division; manage, update the profiles, CV of the staffs.

1.4 To be responsible for establishing training plans, proposing the staffs to attend the training courses to enhance the ability and professional skills.

1.5 To advise and help the General Director to monitor, solve the policies for the employees as regulated by Labour law; to carry out salary, social insurance, health insurance… and other policies concerning to rights, tasks of the staffs.

1.6 To examine, urge to implement Labour law, Law on Social Insurance and Health Insurance Law, state regulations, internal regulations of the Institute

1.7 To be a permanent member of Emulation council, council of reward and discipline. To implement emulation, reward, discipline; to collect, make reward profiles for submission to the Institute-level council of emulation and reward and require the competent authorities to make decisions to the collectives and individuals for their great achievements according to the current regulations; To monitor and propose measures for treating the request for complaints and denunciations.

1.8 To be a focal division in implementing internal political protection, be a regular member in military work. To make periodical and unexpected reports on military work implementation, cooperate with the local military council in activities concerning to military work.

2. Administrative work:

2.1 To collect information, make periodical unexpected reports on activities of the Institute. To collect the week working schedules of the leaders. To cooperate in organizing workshops and meetings, meetings on plans, implementation stage of the projects, announce the meeting conclusions and guiding opinions of the leaders, keep up and urge the implementation. To organize or cooperate in organizing events, workshops, conferences at Institute level, meetings... Making plans, programs and traffic means for the leaders going on business.

2.2 To manage the seals according to the regulations of the Ministry of Public Security; receive, check, deliver and manage incoming and outgoing dispatches through portal office network. To check  the documents compiled by the units before submitting to issue by the Institute. Provide the letter of introduction

2.3 To be responsible or coordinate to compile programs, projects, proposals and drafts of the Institute's management documents as assigned by the  leaders.

2.4. To manage the library, make proposals for adding books and journals serving scientific research

2.5. To manage facilities, equipments, technical systems, information technology system (elevators, air-conditioners, electrical systems, fire protection systems, network system, telephone exchange, ...). To monitor, operate, inspect, propose repair, maintenance and buying. To manage vehicles to serve the working requirements of the leaders and units.

2.6. To make construction investment projects, projects for small repair, regular maintenance for the headquarter and the technical systems of the building.

2.7. To make the projects for enhancing scientific research capability, buying office equipments for the leaders and units. To annually control, inventory assets, equiptments

2.8. To be a permanent member in protection of the headquarter, fire protection, flood prevention

2.9. To be responsible for environmental hygiene, disease prevention, initial health care for staffs. To organize annual health examination

3. To make statistics, reports on unit’s activities according to the acquirement of the Institute

4. To do other tasks assigned by the director of VIUP in accordance with functions and tasks of the unit.
